Pearland sits just south of Houston along State Highway 288 and Beltway 8, and buyers usually ask the same three questions: how high the taxes run, how bad the flood risk is, and how long the commute really takes. The answers depend on the exact address, because Pearland spans three counties and several taxing units. This guide walks through what the city, the appraisal districts and Pearland ISD publish, and what to check before you make an offer. Everything below was checked on November 6, 2026.

TL;DR

  • Pearland is its own city south of Houston. The City of Pearland says it resides in three counties — Brazoria, Fort Bend and Harris — and its floodplain page publishes FEMA flood maps for all three.
  • The city's January 2025 planning estimate put about 133,100 people inside the city limits. The U.S. Census Bureau's July 1, 2025 estimate was 129,930.
  • Pearland is a FEMA Community Rating System Class 6 community. Residents in the Special Flood Hazard Area can receive up to a 20% discount on National Flood Insurance Program premiums. The city does not issue floodplain determination letters; you need a licensed surveyor.
  • For tax year 2025, Brazoria Central Appraisal District lists the City of Pearland rate at $0.630 per $100 of value and Pearland ISD at $1.135, plus county, drainage and other rates that vary by address.
  • Most of Pearland is served by Pearland ISD, which reports 23 campuses, more than 20,000 students and a TEA "A" accountability rating for 2026. Confirm zoning by address.
  • The city markets itself as about 20 minutes from downtown Houston and under 15 minutes from the Texas Medical Center via SH 288 and Beltway 8. Census ACS data put the mean travel time to work at 32.7 minutes.

What kind of place Pearland is

Pearland is a separate city, not a Houston neighborhood. City Hall is at 3519 Liberty Drive. The city's tax information page states plainly that Pearland "resides in three counties," and its floodplain management page lists effective FEMA Flood Insurance Rate Map panels for Brazoria County, Harris County and Fort Bend County. That multi-county footprint is why two houses a few miles apart can sit in different appraisal districts and different combinations of MUDs or drainage districts.

Growth has been fast. The city's Community Development Department estimated 133,100 residents inside the city limits as of January 1, 2025, up about 6% from the 2020 Census count of 125,828. Census QuickFacts for 2020–2024 show a 76.2% owner-occupied rate, a median owner-occupied home value of $356,300 and a median household income of $118,842.

Property taxes: three counties, many taxing units

A Pearland tax bill is almost never just the city rate. It stacks the City of Pearland, a school district, a county, and often a drainage district, MUD or municipal management district, depending on the parcel.

City of Pearland rate

The city's finance page lists the current city property tax rate as $0.630 per $100 of valuation, split into $0.278 for debt service and $0.352 for operations and maintenance. Property tax is levied each October 1 on the January 1 certified assessed value, and bills are due by January 31 before they become delinquent.

That $0.630 city rate matches the tax year 2025 figure published by Brazoria Central Appraisal District (BCAD), which appraises most Pearland property in Brazoria County. BCAD's 2025 spreadsheet also shows a local-option homestead exemption of 2.5% for the city and a $40,000 exemption for owners 65 or older or disabled.

School, county and drainage rates (tax year 2025)

From the same BCAD 2025 tax-rate spreadsheet:

  • Pearland ISD: $1.135 per $100, with a $140,000 general homestead exemption and a $63,800 over-65 exemption (combined homestead/over-65 listed at $203,800).
  • Brazoria County: $0.262548 per $100, with a 20% local-option homestead and a $100,000 over-65 exemption.
  • Brazoria County Road & Bridge Fund: about $0.0422 per $100.
  • Brazoria County Drainage District No. 4 (Pearland): $0.113276 per $100.
  • Some parcels also fall in Pearland Municipal Management District No. 2 at about $0.066 per $100, or in other MUDs.

Those are 2025 adopted rates as published by BCAD when we checked on November 6, 2026. Taxing units reset rates each year, so confirm the current figures on the property's appraisal account before you budget.

Which appraisal district?

Most Pearland homes are in Brazoria County and are appraised by Brazoria Central Appraisal District (the district renamed itself from Brazoria County Appraisal District effective January 1, 2026). Homes that sit in the Harris County or Fort Bend County portions of the city are appraised by HCAD or Fort Bend CAD instead. Apply for your homestead exemption with the appraisal district that covers the address, and make sure the address on your driver's license or state ID matches the property. Flood zones and what Pearland's CRS rating means

Pearland's Engineering Division enforces the city's flood damage prevention ordinance under FEMA's National Flood Insurance Program. The City Engineer is the floodplain administrator.

Community Rating System Class 6

Because Pearland participates in FEMA's Community Rating System, policyholders can get NFIP premium discounts. The city states it has a Class 6 rating, and that residents who live in the Special Flood Hazard Area (the 100-year floodplain) can receive up to a 20% discount. A June 2020 city news release confirming the Class 6 rating also noted a 10% discount for properties outside the SFHA. The floodplain page still describes Class 6 and the up-to-20% SFHA discount as of our November 6, 2026 check.

The 100-year floodplain is land with a 1% chance of flooding in any given year. Flood insurance typically does not take effect until 30 days after purchase, so the city urges residents not to wait until a storm is on the way.

What the city will and won't tell you

Important buyer detail: the City of Pearland does not provide floodplain letters of determination. For an elevation certificate or a floodplain determination letter, you have to hire a licensed surveyor. The city does keep some elevation certificates on file and publishes interactive flood inundation mapping and the effective FEMA FIRM panel lists for its Brazoria, Harris and Fort Bend sections.

For any address, look it up on FEMA's Flood Map Service Center, ask the seller for any elevation certificate and flood-claim history, and read the Texas seller's disclosure. Our walkthrough of the Houston flood zone map by address shows the steps, and flood insurance cost in Houston covers how premiums tend to work in the region.

Flood risk still varies street by street; a listing's zone letter is a starting point, not a full answer.

Schools: Pearland ISD and zoning by address

Pearland Independent School District describes itself as having 23 campuses, 1,352 teachers and more than 20,000 students. As of its district overview, Pearland ISD received an "A" rating from the Texas Education Agency in the 2026 A–F Accountability Ratings. The district's homepage also reported a score of 98 (Superior Achievement) on the state's 2025–26 Financial Integrity Rating System of Texas.

High school campuses listed by the district include Glenda Dawson High School, Pearland High School and Robert Turner College & Career High School, plus the PACE Center. The district uses a PreK–4 elementary, grades 5–6 middle, grades 7–8 junior high and high school structure. Programs called out on the district overview include a Gifted and Talented Academy, dual language, dual credit and Career and Technical Education pathways through Turner College & Career High School.

Zoning is by address and can change. Some addresses inside or near Pearland city limits may fall outside Pearland ISD — always confirm the assigned schools for the exact property rather than relying on a listing's school fields. Pearland ISD's main office is at 1928 N. Main Street (281-485-3203).

Commutes: SH 288, Beltway 8 and what the numbers say

Pearland's location page is blunt about why people move there: the city puts itself at about 20 minutes from downtown Houston, less than 15 minutes from the Texas Medical Center, about 15 minutes from NASA's Johnson Space Center, and less than 10 minutes from Hobby Airport at the northern city limits along State Highway 35. Beltway 8 runs along Pearland's northern boundary, and the city sits on State Highway 288.

Those are city marketing times under good traffic. Census American Community Survey data for 2020–2024 put Pearland's mean travel time to work at 32.7 minutes, which is a useful reality check for weekday rush hour.

The city has also highlighted SH 288 Toll Road (Brazoria County Expressway) work, Medical Center connections via Holcombe, Beltway 8 flyovers to SH 288, and capacity improvements at SH 288 and FM 518 (Broadway). Toll and free general-purpose lanes both exist on parts of SH 288. Drive your actual commute at rush hour before you commit to a neighborhood.

What to check before you buy in Pearland

  • Which county and appraisal district. Pull the account on BCAD, HCAD or Fort Bend CAD and list every taxing unit on the bill.
  • Homestead and other exemptions. Apply after you move in. Seller exemptions do not transfer automatically.
  • Flood zone, elevation and claims. Use FEMA MSC, ask for an elevation certificate, and read the seller's disclosure. Remember the city will not write a determination letter for you.
  • School zoning. Confirm Pearland ISD (or another district) for the exact address.
  • Commute at rush hour. Test SH 288 and Beltway 8 at your real departure time, not at noon on a Saturday.
  • HOA, MUD or management district fees. Some Pearland subdivisions carry extra district taxes or HOA dues on top of city and school rates.
